Reorganisation of the Canton-Kowloon Railway management will be discussed with me immediately and put in force without delay and if Provincial Company unwilling to construct Junction Line forthwith, the Ministry of Communications will instruct the Canton-Kowloon Railway to proceed with construction as soon as funds are made available for this purpose by the British & Chinese Corporation.
